1. rsync safe changelog location:

rsync syncs subdirs after files, so 00changelog.i gets rsynced
before data. Maybe we want to put 00* in "meta/" and chose a name
for changelog that comes after manifest.

2. repo layout version number:

Do we want something like a repo layout version number, so
further changes don't have to do ugly tricks like putting invalid
data at the old locations?
