[issue396] rss feed contains bad urls

I guess this patch introduced bad urls for RSS feeds:
http://www.selenic.com/hg/?cs=10277edf7e5b

Before the patch the URLS looked like:
http://www.selenic.com/hg/?cs=c93ce7f10f85

Not they look like this:
/hg/??cs=45b639607e52

RSS urls has to be complete and without double questionsmarks.
