[issue398] git skin, encoding and filenames with accent, umlaut

New submission from soloturn <soloturn at gmail.com>:

when adding files with an é or an ö, the git web skin displays them:
 * with encoding "windows"
 * with putting <meta http-equiv="content-type" ... charset=utf-8"/>

so it tricks the browser in not displaying it.
