Test Cases for Windows

Hi All,
There are no test-cases for windows currently. The attached patches try to
change that:

1. this one changes the test runner to build an hg.exe
    for test execution and does some minor tweaks.
2. Ports test-basic
3. Ports test-clone

The test-*.out files stay as they are for the test above. It should not be
to hard to port other
test cases, I hope ;-)
