[issue533] Windows: Wrong location for mercurial.ini

Mercurial reads configuration file (among others) in
C:\Documents and Settings\USERNAME\Mercurial.ini

This is IMHO the wrong directory, better would be
C:\Documents and Settings\USERNAME\Application Data\Mercurial\Mercurial.ini

Note that "Application Data" has various names, depending on 
system language (same for "Documents and Settings").

Setting $HOME to that directory is a bad workaround, since this
isn't home dir and it conflicts with other apps.
