[issue668] abort: Access is denied error using "hg clone" on win32

Using the win32 installer version of Mercurial downloaded from:
http://mercurial.berkwood.com/binaries/Mercurial-0.9.4-4106dde15aed.exe

Any attempt at using "hg clone" results in:
C:\> hg clone http://example.com/repository.hg
requesting all changes
adding changesets
adding manifests
abort: Access is denied
transaction abort!
failed to truncate 00manifest.i
rollback completed

Needless to say, this renders mercurial unusable.

The previous release at
http://mercurial.berkwood.com/binaries/Mercurial-0.9.4-f48290864625.exe
works just fine.
