[issue870] "hg convert" should have the ability to add svn revision numbers as local tags, like "hgsvn"

It would be nice if, while using "hg convert" for conversion from Subversion,
svn revision numbers were added to the local tags, similarly to the script
"hgsvn". It will greatly improve the svn->hg transition (for the user), while
not doing any harm at all
