[issue900] username in [ui] in ~/.hgrc overrides contact in [web] for an individual repo when running a hg for the web

This is on Mercurial Distributed SCM (version feac5b0bf9ba)

Workaround is to comment out the username in the .hgrc for the user running the
web interface. Then contacts will show up correctly for individual repos.
