Question about global --repository option

Hello,
Reading <http://www.selenic.com/mercurial/bts/issue551>, I do not know
if it is a bug or a feature: is --repository supposed to change the
current working directory or resolve path arguments relatively to the
supplied repository root ?

I suppose it does not, the behaviour (empirically) depends on cwd being
a parent of the repository in 0.9.3 at least, and was changed in crew.

Am I right ?

Maybe it should be stated more explicitely in global options help ?
