On the "goes to the right person" front, wouldn't it help many if the  
specialists of the various hg subsystems were listed somewhere? (at  
least those with commit bit, but maybe those who don't have the bit  
but are trusted by those who do)

Maybe even with they current state of availability in relation to the  
project? That way, would-be contributors would know that the person  
doesn't respond because they're swamped in other stuff and just don't  
have the time.
