I have had problems with subversion because it converts filenames but 
not files.  Not with Japanese, just utf-8 versus windows codepages.

If filenames are "unpredictable" it is impossible to write makefiles to 
use them, or the files should be converted the same way.  It is not 
just make, if you are doing software there must be some references to 
filenames somewhere to build and install it.

My opinion is ether for all, both filenames and file contents, or 
nothing approach.  The subversion way is wrong IMHO.
