[issue778] hooks not run in hgwebdir, but works in global hgrc

If I try defining a changegroup hook in the .hg/hgrc file within my repository
that is served via hgwebdir, the hook is not invoked when I issue a push to that
repository over http.

However, if I move the hook definition to /etc/mercurial/hgrc, then the hook is
run as expected. There are no errors anywhere that I can find (not in Apache
log, nor dmesg, nor in the command console performing the push).
