[issue786] windows NSI installer should save downloaded packages

Hallow all! i`ve use windows NSI intaller 0.9.5. 
this has downloaded some installers and delete them after use.
i`ve need thouse downloaded packages to instal mercurial on another 
machine, so i have to download it again. 
IMHO, would be greate if NSI installer, like cygwin setup, can download
packages to desired directory, and install from one.
