[issue791] hg-win32extras installer troubles

hallow all! i`ve tryed ti install mercurial 0.9.5 no windows and this is got
nofunctional. there sequence of my installation:
1) i have alredy instaled v0.9.4
2) i run NSI installer and one download and setup all needed packages. this
version report on "hg vesrion" as v0.9.4. and on any other command return failed
to load hg-config and qct extentions.
3) i install win32extras installer. now under cmd any hg command reports 
D:\Mercurial>hg version                               
Traceback (most recent call last):                    
  File "hg", line 11, in <module>                     
AttributeError: 'module' object has no attribute 'run'
under cygwin it executes normal
