[issue795] if hg import attempted on top of an applied mq patch should exit immediately

If I apply a mq patch, and then try to add a patch on top of that using hg
import, hg notices that tip is a mq patch and exits, but not before it 
has made some changes, added some files etc.

This should be easy to reproduce, but I can add a reproduction recipe if necessary.
