[issue1261] hgweb CGI is broken

Some change between 1.0.2 (which works) and 438e02b4be73 (which is broken)
causes a "premature end of script headers" error from Apache if I try to run
hgwebdir.  I can't bisect the exact source of the regression, due to a bug in
bisect.
