As far as I understand your proposal, any repo under your home 
will activate all .hgrc-* files (since they are in parent dir). 
This probably not intended behaviour.

I still think [include] section in ~/.hgrc will be less confusing 
aproach. And you may use any matching you want with it (personally 
I will be happy with just repo path prefix matching).
