Understood. Wasn't sure if I should create a bug first or not.
But actually, the real question hidden in there is:

Should it really do this?

I mean, read two config files on Windows?
And only on Windows?
Yes, I just tried 1.3.1 under Leopard and it ignores Mercurial.ini  
(mercurial.ini as well).

Ok, so I'd like to understand why it does this, and does it matter  
what order they're read in?
I'm happy to write up a doc change... although that really just seems  
like enshrining a bug from what I know at this point...
