Good question. I think my head was focused on our local Bugzilla setup.

I've just checked the Bugzilla installation instructions. Near the start we 
read:

1. Decide from which URL and directory under your webserver root you
   will be serving the Bugzilla webpages.

2. Unpack the distribution into the chosen directory (there is no copying or
   installation involved). 

>From which I conclude that there is no definitive default Bugzilla install 
directory. However, /var/www/html/bugzilla is plainly closer to the spirit of 
the directions than /opt/bugzilla. I'll change and resubmit.
