[issue1868] Convert extension fails when only enabled via --config command line option

Don't have the convert extension enabled via any hgrc files, but enable it
on the command line using the --config option. It failes, because it tries
to kick off a new hg instance to get the log, but that instance doesn't have
the convert extension enabled
