I agree with Matt -- Canonical's idea that you can license the
translations differently than the rest of the project is strange.
However, the FAQ you linked also has a section about uploading upstream
translations which fall under another license. So can you not somehow
mark the translation in Launchpad as GPL and then still use Launchpad?
