They use Launchpad to manage the TortoiseHg translations. Wagner linked
to the Launchpad FAQ:

It seems to me that Canonical want all projects to somehow create a
hybrid license where translations are BSD licensed so that everybody can
share translations with everybody else. While this might be a nice goal,
such a license does not make sense.
