Steve (maybe Adrian?) can say for sure, but I think that's the THG
source distribution, so it is applicable on many platforms. It's also
low priority (high priority number), so it will not be selected first
on the main download page for anyone with a platform-specific matching
download.
You could make a case for THG source being less wanted than original
Mercurial source though, or for having it say explicitly that it's
source.
