Two new extensions: Checkfiles and RebaseIf

Hi,

I've hacked together two new extensions over the weekend:

http://mercurial.selenic.com/wiki/CheckFilesExtension
- a command and hooks to check for (and optionally remove)
   tabs or trailing whitespace

http://mercurial.selenic.com/wiki/RebaseIfExtension
- rebases if only there are no file conflicts, merges otherwise
   (this helps with handling human merge resolution errors)

I hope they'll be useful to someone (other than myself and my collegues). :)
