[issue3390] import --exact rejects MQ-generated patch

I don't know if this is by design, but I notice that I cannot use 'hg import
--exact' to apply a patch from an MQ. The reason seems to be that the MQ
patch is missing a Node ID field. This causes hg import to complain like this:

abort: not a Mercurial patch

If it is by design, I don't consider this the best decision.
