***UNCHECKED*** [issue3234] hg-generated patch fails to apply ("abort: bad hunk")

I did the following:

hg diff > ..\app.diff
hg revert -aC
hg import --no-commit ..\app.diff

and got the following output:

applying ..\app.diff
abort: bad hunk #1 @@ -2,15 +2,16 @@
 (15 15 17 16)

I extracted the failing diff hunk and the (beginning of) the file it's trying to 
patch into the attached repository.

Mercurial 2.0.2, tested on OS X and Windows 7.
