Changing the phase to a disallowed phase without the --force command does not show an error message

Hi,

I've been experimenting with the phase command, since I am trying to
add phase support to TortoiseHg.

The first problem that I've found is that if you try to move back the
phase (e.g. from public to draft), mercurial does not issue any error
or warning. From the user point of view it appears that the command
succeeded. Instead it should show a hint indicating that if you want
to move the phase down you must use --force.
