They are completely independent, so I don't follow the reasoning. It
could be argued that it would make more sense to go back to 2.4 (if it
worked) to ensure backward compatibility and probably get a smaller
download size.
Eduard-Cristian has however updated Matt's instructions for building a
hackable zip, so the next version might be based on 2.7.
