[PATCH STABLE] record: display filename in local encoding when asking about file inclusion

  Oh blast, test-record.t fails, mainly because of quotes. I'll rework  
patch, but if my idea about handling non-ASCII filenames is wrong, please  
point me toward preferred solution.
