Welcome! The usual way to do this is to just start sending patches.
Start small. Bug fixes are generally more appreciated than new
features, and are a great way to get started and learn the ropes.

Poke around the bug tracker (http://mercurial.selenic.com/bts/) and
see if you can find something interesting. One idea: get more of the
tests to run on Windows. That would be a huge win.
