chg is a replacement for 'hg', it's not a library.

It already implements the Command Server API so most of the work
there is already done. But there's some left to make it portable,
and of course to actually implement the library.

In terms of challenge, amount of work to be done and general benefit
to Mercurial, I'd probably rate this project lower than some of the other
ideas on the wiki. Or at least merge this idea with better templating
support which is a close relative and will benefit all clients of the
command line interface.
