We are looking for students who can complete the projects they start
well. 

I would actually look at GSoC with Mercurial not as a programming
challenge so much as a "real world experience of software engineering".
In many ways, the communication and process aspects of working with open
source are more important than raw technical skill.

Most of this year's projects will probably be 100% Python, simply
because most of Mercurial is Python.
