Since Mercurial 2.9 endless/infinite scrolling is used on many pages of hgweb.
With templates that have the motd in the footer (e.g. paper), the motd can no
longer be used unless you reach the end of the list.

Example: http://hg.intevation.org/mercurial/
The motd "[repositories index] [mirrors index] [Impressum]" is not visible
below the changelog until you reach the end.

Possible solutions:
- motd in a sticky/floating footer
- motd at the top of the page
- using a [More] button (infinite clicking instead of infinite scrolling)
