Color extension and macOS 10.12.4

I can reproduce this on 10.12.4 with HGRCPATH= and with *both*
/usr/bin/python and Homebrew's Python.
TERM=xterm-256color
CLICOLOR=1
My PS1 has color codes set and they are rendering correctly.
