Would you be ok with a config setting to define this model?
We have a default phase which can be set by a config,
so having a config that controls things which advance phases seems reasonable.
It might even make sense to have it be per repo-instance
So pushing to your "draft-publishing repo instance" might
automatically cause a phase to publish if it is tagged.
