As a warning, while `new-tag` isn't an unreasonable config knob name,
the implementation should probably treat 'hg unbundle' that adds a tag
the same as `hg tag` (And edit .hgtags + hg commit should also trigger
it) -- i.e. the act of adding to the repository via any means, not
just the primary tag command.
