OK, I removed .hg/cache, and now I see the 10.4.0 tag. Thank you.

Has this bug been reported, and if so can you provide a link? Just 
curious.

Also, I normally build the Debian packages from the source, and I use the 
repos for that. I don't know if using pip for that would also work.
