I'm no longer officially the Gentoo maintainer for Mercurial, but I do
maintain Rust for Gentoo.

- The minimum version of Rust: whatever is stable should be fine. It would
be fine if you can handle stable - 1.
- Somewhat unsurprisingly, we install both a static and a dynamic library.
