Mercurial 4.5 released

Please update your packaged builds.

The thing that's probably the most immediately interesting for packagers is we no longer use (or vendor) some IE canvas polyfill js, so you can remove that from your packaging if you had it.

The other notes only matter for users of hg in some obscure-is cases. Thanks!
