Heads up for upcoming 4.8rc0

Howdy packagers!

A couple of things of note for hg 4.8 (for which an RC should be cut on Thursday or Friday):

1) We're including a little Rust code in this release. It's all optional and off by default, but it'd be nice if (at some point) you could explore what building with Rust code looks like on your platform and let us know of any constraints we should be aware of.

2) For a few releases we've had a `tweakdefaults` config knob in the `[ui]` section. Right now it defaults to off, but we're _starting_ to talk about transitioning it to default-on. If you have a release notes section that you show to users, it might be worth advising users to test their setup with tweakdefaults enabled and see if it breaks anything. If it does, we'd very much like to hear about it on mercurial at mercurial-scm.org <mailto:mercurial at mercurial-scm.org> or in bugzilla.
