No Mercurial 4.9.2

There's nothing new on stable to release, so we'll skip the 4.9.2 release.

See you in a month for 5.0. We expect 5.0 to be a beta-quality Python 3 release: it won't pass tests on Windows (and may have real problems), but we believe it's functional. Please DO NOT plan to package 5.0 for your users as a Python 3 binary just yet, as essentially no third-party extensions have been ported, but it's at least time to start thinking about what packaging using Python 3 instead of 2 looks like on your platform. Please don't hesitate to contact mercurial-devel@ if you encounter problems.
