Mercurial 5.3rc1 released

We had a pretty brutal regression for Windows installers in rc0, so I've rolled an rc1 that addresses that so we can (hopefully) get some feedback from Windows users. There's also a Python 3 fix to the curses interface to `hg commit --interactive` (aka "crecord"), but unless you're on Windows you probably don't _need_ to roll rc1 packages.
