Mercurial 6.3.1 tagged

Windows artifacts published to PyPI and www.mercurial-scm.org.

I never published the 6.3 artifacts because I ran into an issue with
the Windows automation. I found time to fix that today.

The in-tree Windows automation is also not producing 3.11 wheels.
Should we be publishing 3.11 wheels? If so, we may want to wait for
6.3.2, as uploading new wheels to existing PyPI releases can break pip
when SHA-256 digests are pinned.
