REVISION SUMMARY
  That is only used by the Python dirstatemap, which not used when Rust
  is enabled.
  
  This allows removing the private `extract_dirstate` function which
  creates `DirstateEntry` values. This in turn will make easier upcoming
  changes to `DirstateEntry`.
