[Updated] D11516: dirstate: Remove the flat Rust DirstateMap implementation

  Removing this much code makes me happy, this has come a long way. It is worth noting that we had one or two extra optimization ideas if the regression *really* becomes an issue, but dirstate-v2 should really be the focus.
