[Reviewers] Proposal for new patchwork state

Hello,

I would like to add two new state to patchwork

- Pre-Reviewed: for when non-reviewer have "lgtm" it but it still need 
someone to look at it
- Need-second-review: for when a reviewer looked at it, but a second 
pair of eyes have been requested?


What do you think?

I'll probably delete the "awaiting Upstream" in the process
