Gah, slang…

This is currently used for a smaller group. And It think it make sense
to keep the "ability to push draft patch", and "responsability to
maintain" Mercurial separated to put extra burden of people who get the
commit bits.
We currently have multiple groups:
"Matt":
contains: Matt Mackall
can: access to the publishing repository, can make release
"Mercurial Council":
contains: Benoit Boissinot, Matt Mackall, Dirkjan Ochtman
can: decide how to spend Project money SFC side (iirc)
"Co-maintainers":
contains: Pierre-Yves David, Augie Fackler, Matt Mackall
can: gather regularly and try to plan the future,
"Reviewers":
contains:
* Pierre-Yves David
* Augie Fackler
* Matt Mackall
* Yuya Nishihara
* Bryan O'Sullivan
* Martin von Zweigbergk
can: Push the clowncopter and repo/reviewers
"Crew" (deprecated in practice):
contains: list here https://www.mercurial-scm.org/wiki/CrewRepository
can: Push to crew
"Contributors""
contains: all
can: send and review patches on the list.
