[Reviewers] Freeze Warning on mercurial-devel@ ?

The freeze is getting closers, and the backlog is still significant.

In the past we issue "Freeze is coming" message to ask people to refrain 
on sending branch new series and focus of finalizing the one at end (and 
contact us for anything critical).

That would probably useful this time too. I'll send something tomorrow 
unless someone object (or do it in the mean time).
