Drawing a hard line is usually a bit hard (and/or frustrating on 
contributors side). There might be some very small features work that 
will be worth taking and probably many contributors with feature work 
open for a long time that requires a couple of extra round trip (eg: 
Gábor graft/rename series) or with work open for a long time (eg: half 
of Mads series on the list are actually follow up from a month ago¹).

I'm not sure what you exactly had in mind, my proposal would be to have 
a measured tone in the announcement and politely declining things we 
know we won't process.

The wiki page and the calendar says the freeze is Monday the 18th. We 
should probably stick to that schedule to avoid surprising contributor.
