[Reviewers] Speeding up reviews oh phabricator (adding new reviewers?)

Alphare sounds like a good person for the reviewer. Only issue is that
we will still need someone else to review rust patches from Octobus
(something which I am also unable to review because of my limited rust
knowledge).
